NDMS Pilot Consortium
January 28-29, 2025
The National Center leads the Congressionally-directed DoD National Disaster Medical System (NDMS) Pilot Program, to assess and strengthen the NDMS to meet the health and medical needs of US casualties returning home from an overseas large-scale combat operation. The effort is focused on enhancing interoperability and expanding capability and capacity within the NDMS, including an initial focus on five pilot sites strategically located throughout the country (i.e., Washington, D.C.; San Antonio, TX; Denver, CO; Omaha, NE; and Sacramento, CA).
To foster and support cross-site collaboration, the Pilot established a Consortium with representatives from the five Pilot sites as well as federal and interagency partners. Executed in June 2023, the initial DoD NDMS Pilot Consortium meeting focused on a “team of teams” concept which supported cross-functional awareness and collaboration for the respective site-specific Pilot projects.
Executed in October 2023, the second DoD NDMS Pilot Consortium targeted a broader federal and interagency audience, which included representation from the Joint Staff, Health Affairs, US Northern Command Surgeon Directorate and J5, Health and Human Services Administration for Strategic Preparedness and Response (HHS/ASPR), Veterans Health Administration Office of Emergency Management (VHA OEM) and the Federal Emergency Management Agency (FEMA). During the October 2023 Consortium the DoD NDMS Pilot team provided overviews and status updates for the site-specific Pilot projects across all five sites and the following update briefs were provided by interagency partners:
-
USNORTHCOM Integrated CONUS Medical Operations Plan (ICMOP) update presented by NORAD and USNORTHCOM
-
J5 FEMA Ambulance Contract update presented by Chief of Operations Capabilities Branch, Operations Division – FEMA
-
NDMS Federal Patient Movement updates and overview presented by HHS/ASPR/Office of Response/NDMS
-
NDMS Case Management Update presented by NDMS Federal Patient Movement - Definitive Care & Case Management Lead - USDHHS/ASPR
-
Joint Operational Medical Information System Overview presented by the Joint Operational Medicine Integrator, Program
-
Executive Office Defense Health Medical Systems
-
Tricare Reimbursement presented by Market Developer Advisor - Humana Government Business
Scheduled for January 28-29, 2025, the next DoD NDMS Pilot Consortium will update DoD and federal interagency partners and stakeholders on national and site-specific Pilot project progress and identified gaps, establish collaboration forums to align efforts amongst the Pilot, DoD, and federal interagency, and provide an opportunity for attendees to focus on process integration efforts across the NDMS.
