Biography

Mrs. Hurlock serves as a Strategic Planning Specialist at the National Institute for Defense Health Cooperation (NIDHC) supported by over 20 years of military experience in managing emergency operations, equipment, and personnel. Her background includes extensive leadership roles within aviation and medical units, where she focused on the integration of complex programs and resources. This foundational expertise informs her current approach to strategic planning and alignment of military and civilian medical surge efforts.

Prior to her current role, Mrs. Hurlock coordinated responses to a variety of large-scale disasters, including wildfires, earthquakes, and floods. Her experience also covers the management of search and rescue operations, public health missions, and MEDEVAC support for military missions with aligned formal education focused on emergency management, homeland security, and healthcare

At NIDHC, Mrs. Hurlock is responsible for strategic assessments, developing comprehensive plans, and defining measurable outcomes to enhance operational effectiveness.
